For tenants, we triage and stop the immediate problem then coordinate authorization for any repair over an agreed threshold.
On the call: is the toilet overflowing now (turn off the supply valve at the wall — counter-clockwise), is just this toilet affected or all drains, is water seeping from the base? On-site we triage: clog gets plunger then closet auger; if multiple drains are slow it's a main-line issue, not toilet; base leak gets pulled, wax ring replaced, flange inspected, toilet reset; replacement gets pulled, new wax ring, new supply line, new shut-off if old one is failing, test for leaks. The wobble means the wax ring isn't seated, you're getting sewer gas, and water is seeping under the floor. (2) Ignoring a running toilet.
