A burst pipe upstream causes noticeable pressure loss at all fixtures — low flow at every faucet simultaneously means water is escaping somewhere in the main supply.
A wet patch appearing on drywall with no upstairs plumbing above it, or a ceiling stain after no rain, points to a pipe failure inside the structure.
With every fixture off, a still-turning meter dial confirms active water loss. This is the fastest confirmation test.
Hearing water running when all taps are closed — inside walls, under floors, or in the crawl space — means water is escaping through a failure point.
If you turn on the kitchen faucet and notice pressure is significantly lower than normal, check one or two other fixtures immediately. If pressure is low everywhere at once, the issue is upstream — either the main supply line or a major supply branch. A burst pipe on the main line before it splits to individual fixtures causes whole-house pressure loss. A broken section on a branch causes lower pressure only in the rooms served by that branch. A wet patch appearing on a wall or ceiling without a plumbing fixture directly above it means water is traveling through structure from a failure point. In Portland homes, this commonly originates from supply lines inside exterior walls that have frozen and burst, from slab supply lines leaking upward, or from supply lines routed through floor cavities in two-story homes. The wet patch location is rarely where the pipe failed — water travels along framing and sheathing before showing through drywall. The actual failure point may be several feet away.
Paint bubbling on walls or ceilings — the paper drywall face lifting from moisture behind it — is a later-stage indicator. If you’re seeing bubbled paint, water has been running for long enough to saturate the drywall completely. That’s also long enough for mold to begin establishing in wet insulation.
Turn off every fixture and water-using appliance in your home. Locate your water meter (usually in a box near the curb or in a utility area) and watch the small triangle or dial indicator. If it’s still moving with everything off, water is escaping somewhere in your system. Take a meter reading, wait 30 minutes without using anything, and take another. Any change confirms active water loss.
Portland Water Bureau meters are typically in a concrete box near the sidewalk edge. The meter face has a small flow indicator — a small triangle or asterisk that spins when water is flowing. On digital meters, look for a flow indicator symbol that appears when water is detected moving through the meter.
Write down the meter reading before and after a freeze event with nothing running. If the numbers changed, you have a developing leak even if you haven’t seen visible damage yet. Hidden bursts inside walls often appear days after the freeze when the ice thaws and water starts running.
In a quiet home with all fixtures closed, you should hear nothing related to water. If you can hear a rush, drip, or hiss inside a wall, under a floor, or coming from the crawl space, that sound has a source. Place your ear against interior walls to help triangulate the source before calling.
Rust-colored, brown, or cloudy water after a freeze event indicates that the burst opened a pipe section and allowed sediment, rust scale, or exterior contamination to enter the supply line. This is more common in older galvanized systems where the pipe interior already has significant scale buildup. Run cold water at the closest fixture to the burst location for several minutes — if the discoloration doesn’t clear, the contamination is ongoing. Do not drink or cook with discolored water until the system is repaired and flushed.

Document everything before touching the damage — video the wet area, the ceiling stain, the damaged wall. Your insurance adjuster will need photographic documentation of the condition as found. Move rugs, electronics, and furniture away from wet areas, but photograph first. Then call for emergency plumbing service.
