Water expands by about 9 percent when it freezes. Inside a closed pipe section — where the ice has nowhere to go — that expansion creates hydraulic pressure of 2,000 to 3,000 psi. The pipe doesn’t burst at the ice blockage itself; it bursts at the weakest point downstream, where pressure spikes. That’s why a pipe in your garage wall fails but the ice is actually in your crawl space — the failure location and the freeze point are rarely the same.
Water starts freezing inside uninsulated pipes when exterior temperatures drop below 20°F (−64°C) and stay there for six or more hours. Portland’s climate typically stays above freezing, but the city has experienced two severe freeze events in recent years: February 2021, when temperatures held in the teens for several days across the metro, and December 2022, when sub-20°F readings lasted overnight into morning across inner Southeast, Northeast, and East Portland. Those two events generated more burst pipe calls combined than the previous five winters put together.
The threshold isn’t just about the temperature reading — it’s about duration. A brief overnight dip to 18°F recovers before pipes freeze solid. A sustained 48-hour freeze at 15°F does not. Pipes in crawl spaces with no insulation and no heat tape are fully vulnerable to any sustained sub-20°F period.
Northeast and East Portland (97211, 97213, 97218, 97230) and the east side of the West Hills corridor see slightly colder overnight lows than the urban core due to elevation and proximity to the Columbia River Gorge wind corridor. Homes in those areas with uninsulated crawl spaces should be treated as high-risk during any forecast below 25°F.
Crawl space supply lines — The most common burst pipe location in Portland single-family homes. An uninsulated crawl space drops to ambient outdoor temperature quickly. Any supply line running through it without heat tape or pipe insulation is at full freeze risk during a sustained cold snap. Pre-1960 homes in Lents, Woodstock, and outer SE typically have galvanized or copper supply lines running through uninsulated crawl spaces with no heat tape.
Exterior wall pipe runs — Pipes routed inside exterior walls (often to supply outdoor hose bibs, kitchen sinks on exterior walls, or bathroom additions) are separated from outdoor air only by insulation and sheathing. During a sustained freeze, that thermal barrier fails. This is particularly common in post-WWII additions and garage conversions where pipe routing was expedient rather than freeze-protected.
Attic pipe runs — Some Portland homes route hot and cold supply lines through attics to supply second-floor bathrooms. Attics are unheated and ventilated by design — they drop to outdoor temperature rapidly. A February freeze caught any attic-routed supply line without heat tape will freeze within hours of sustained sub-20°F temperatures.
Garage supply lines — Any pipe supplying a utility sink, washing machine, or hose bib in an attached or detached garage runs through an unheated, uninsulated space. These are high-risk in any freeze event and should be shut off and drained before temperatures drop.
Outdoor hose bibs and irrigation supply lines — Frost-free hose bibs drain when you close them — but only if the hose is disconnected. A hose left connected traps water and defeats the frost-free mechanism. Non-frost-free bibs freeze at the valve body. Irrigation supply lines from the meter to the backflow preventer are often the first things to burst in a Portland freeze.
Galvanized steel (pre-1940 Portland homes) — Galvanized is brittle and corrodes from the inside. Freeze-burst failures in galvanized pipe often shatter rather than crack, producing larger failure points and faster flooding. Inner SE and NE neighborhoods built before WWII — Hawthorne, Irvington, Ladd’s Addition, Woodstock — have a high concentration of homes still on original or partially-replaced galvanized supply systems. If your home is pre-1940 and hasn’t been repiped, freeze protection is non-negotiable.
Copper (1940s–1990s Portland) — Copper is more ductile than galvanized and handles freeze-induced pressure better, but it does burst — typically at soldered fittings, elbows, and sections under 1/2 inch diameter. Copper failures are usually a clean split that can be repaired with a section replacement rather than requiring full repipe.
Polybutylene (1978–1995 Portland-area homes) — Grey plastic pipe labeled PB2110. Already compromised by internal chlorination reactions, polybutylene handles freeze pressure poorly and fails at fittings when stressed. If your home has polybutylene and you’ve experienced a freeze event, inspect all accessible fittings before assuming no damage occurred.
PEX (post-2000) — PEX is significantly more freeze-tolerant than copper or galvanized because it can expand slightly before failure. A PEX pipe will freeze before a copper pipe bursts in the same location — but PEX still fails at crimp or clamp fittings under extreme pressure. The fitting is always the weakest point.
