Portland built most of its sewer infrastructure before the 1970s with a combined system — one set of underground pipes carries both stormwater runoff and sewage to the treatment plant. During dry weather, this works. During Portland’s winter rain events — particularly the sustained multi-day rain periods that deliver several inches in 24–48 hours — the combined system receives far more volume than it was designed to carry.
When the city main fills beyond capacity (surcharges), water levels in the pipe rise. If the water level in the main exceeds the elevation of your basement floor drain, roof drain connection, or any low-lying cleanout, city wastewater enters your home through those low points. This is a combined sewer overflow (CSO) backup event — caused by the city system, not by your own lateral blockage.
Portland Bureau of Environmental Services (BES) has been separating combined sewers under its CSO Long-Term Control Plan for decades, but the project is not complete in all neighborhoods. Inner SE Portland (east of the river below the bluffs), parts of inner NE, and some North Portland neighborhoods still have combined infrastructure subject to winter surcharging. If you’ve had basement flooding during rain events with no history of main line blockage, CSO is the likely cause.
A backwater valve (also called a backflow preventer or check valve) installs on your sewer lateral inside the home — typically in the basement near the main cleanout. The valve allows flow in one direction only: from your home to the city sewer. When the city main surcharges and water tries to reverse, the valve closes automatically, preventing sewage from entering the home.
Installation requires excavating or cutting concrete to access the lateral, installing the valve, and restoring the floor. Inflow is stormwater that enters the sanitary sewer system through intentional or accidental connections — a downspout draining into the sanitary lateral, a sump pump discharging into the sanitary drain, or a floor drain connected to both systems. Infiltration is groundwater that seeps into the lateral through cracked joints or pipe failures during saturated soil conditions.
In pre-1960 Portland homes with clay tile laterals, infiltration is almost universal during winter saturated soil conditions. The joint gaps that allow root entry in summer also allow groundwater entry when soil saturation creates hydrostatic pressure against the pipe exterior. During heavy rain periods, a home’s sanitary drain system effectively carries both its own wastewater and a share of the groundwater percolating through Jory clay soils.
Infiltration doesn’t usually cause backups on its own — it adds to the load on the main system and can contribute to CSO surcharging events. The long-term fix is pipe lining or lateral replacement with modern PVC, which has zero infiltration. Short-term, there’s little you can do about winter infiltration in a clay tile lateral except manage the joint gap problem through lining.
Jory clay — the deep red-brown soil common in the Portland Basin and much of the Willamette Valley — expands significantly when wet and contracts when dry. In pre-1960 Portland neighborhoods, this seasonal expansion and contraction cycles the ground around buried laterals continuously, gradually opening joint gaps and creating small pipe offsets. Camera inspection on a Jory clay property typically shows more joint movement than camera inspection of a comparable home on sandy or loam soils.
Root intrusion in Portland laterals is worse after wet winters for a specific reason: saturated soil conditions push root systems deeper and wider in search of oxygen, and the differential moisture gradient between the dry inside of a sewer pipe and the saturated exterior soil is at its maximum. Root tips that were near but not inside a joint gap in summer are more likely to enter during winter saturated conditions when soil-side moisture pressure is greatest.
Portland homeowners with known root intrusion in clay tile laterals can expect the intrusion to advance faster during and after wet winters. If your last camera inspection was three or more years ago and the winter has been particularly wet, a follow-up inspection before the spring is worthwhile — catching root intrusion at 40 percent blockage is much less disruptive than clearing a complete blockage after a sewage backup event.
